Also, another scenario where tools may not be appropriate is when the
tool is being developed with a dependency that is not (yet) supported on
tools; like using a new Apache module, or a different version of a
widely used library.

In those cases, to avoid risking the stability of existing tools,
extensive tests would have to be run on the experimental platforms
before those dependencies are deployed on the tools project.
