There is now a file on every labs instance:

/etc/wmflabs-project

that contains the project name.  Testing for its presence tells you "you
are in the WMF Labs", and checking its contents will tell you which
project; that would be "tools" for the Tool Labs, or "toolsbeta" for the
experimental tool labs.
