Yes, the plan is to have one user/group per tool, with group membership 
being the maintainers.

In practice, I'm certainly going to put a database (maybe as simple as a 
flat file, depending on how We* usually do things) backing this, with 
configuration generated from there.  There's absolutely no obstacle to 
using that same data source to autogenerate minimal information on those 
tools and using SMW to organize on-wiki.
