We discussed this the other day on the list. A number of project requests
are sitting in limbo mostly because we feel they should be part of another
project (we respond to those on the discussion page), and others because we
feel a single project should incorporate a bunch of projects requested.
It's only a major problem right now due to the impact on glusterfs with the
number of volumes (which is related to the number of projects). This isn't
a process that should impact normal tools users.

Btw, on your project request, is this something you believe will become
part of wikidata, or something that will live as a tool from now on? If
it's just going to be a tool, it should likely go into the tools project.
