[Labs-l] New project request queue

I just stuck something together at 
https://labsconsole.wikimedia.org/wiki/Help:Contents#Requesting_A_New_Project 
based off the shell access request stuff. It seems to work, might need 
tweaking a little.

Any thoughts on if it's friendly enough to try and standardize requests 
on so they don't go astray.
