[Labs-announce] Update: DNS maintenance window on Thursday, 14:00 UTC

Update -- everything you care about (new instance creation, CI) is now 
working fine. I have a few things to iron out regarding domain creation, 
but as far as 99% of users are concerned this window is finished.
