[Labs-admin] Ops meeting update 2/22

* *Travel*
** Vienna Hackathon 2017 - send travel requests to Mark if you are going

(We were not in here because Mark is not managing 2017-18 budgets for us -
he mentioned Bryan can use the info here and follow up from there on)
** Ops offsite next year - due to US political climate and more and more of
ops team being in Europe - might be there again. Offsite travel budgets
will come from individual teams (Cloud/analytics etc) from next year on.

* *Ops updates*
** We have legal approvals for Asia DC in Singapore
** New network engineer has been hired - he is from France but is
eventually moving to the US on H1, and starts as a contractor in April

* *Blocked on us*
*** *Jaime raised "labsdb1006/7 pending- requires postgresql upgrade (large
downtime) What is the user impact of OSM servers, do labs or anyone else
knows?" - on Ops precise deprecation goal. They would like to know or for
us to figure out and report back may be next week - what the usage of these
servers are to schedule downtime for maintenance.

** I raised - Andrew still needs help debugging keystone/uwsgi
