That is the case now. The not-voted-on ones are listed at
http://wikimediafoundation.org/wiki/Resolutions#Inactive_resolutions
rather than at failed resolutions. In some cases, these might still be
voted on at some later date so have not necessarily failed, just
stalled or been put aside for now.
