[Foundation-l] To all non latin wikis please start blocking latin wiki accounts

In Latin Alphabet: Gmaxwell
In Cyrillic Alphabet: Гмахьелл
In Greek Alphabet: Γμαξωελλ
In Arabic Script: گمَخوِلل

Unfortunately this webpage only does those three scripts.
