That's possible by changing numerous dropdowns on

under "Maniphest Tasks" from "Email" to "Notify".
In theory one could also have notifications about certain activity via
email and notifications about other activity via the web interface
only.

Maybe https://phabricator.wikimedia.org/notification/query/unread/ is
what you refer to? This won't allow filtering notifications for
projects / assignee / author etc, but might work well for some folks.
