[Engineering] Trebuchet is officially deprecated

Hi all,

This is to let everyone know that Trebuchet is now officially deprecated by
the Release Engineering
team. What does this mean for you today? Nothing! Enjoy your weekend!

What does this mean going forward however? So this means that no new
code/service deployments
should be started that use trebuchet. If you're working on a new service
that's not deployed yet, you
should be thinking about getting it deployed with Scap3 instead of
Trebuchet.

It also means that we're going to ramp up the moving of services currently
using trebuchet over to
using scap3 as their deployment provider. We've filed a lot of tasks[0] for
this so we (RelEng) can
help you move your services off of trebuchet and into the new fun world of
scap3. If we missed
getting you CC'd on a task and you see a service that you care about,
please add yourself so we
can work together on this.
