By the way, we have a new mailing list for the Sandbox Server; it's not official WMF, I set it up on the server itself. Head to http://lists.sandboxserver.org/ to subscribe.

Cool - I'm not sure what we'll use a list for, but it's no harm to have one set up. However, there are no subscribe options on the page.

Regarding account eligibility, it would be something along the lines of "if you want an account we'd love you to have one" -- the Sandbox Server is very much an open project and we encourage input and analysis from all members of the community.
