The bug tracker for MediaWiki (the wiki software) and also for "low
level" configuration/administration of the site is at
http://bugzilla.wikimedia.org
In Bugzilla, a feature request is a bug with its "severity" marked as
"enhancement".
2. "Page Change Alert" feature: I would
like to receive an email alert
when any pages I have marked for tracking are editing.

software (built directly into the software as of 1.5, I believe) that
does exactly this. However, I think there is some resistance to
turning this feature on for Wikimedia projects.
