Just tell me whether you want a separate board limited to arbitrators and
I'll set it up and assign the permissions.

The idea for the Wiki is so that we can collaboratively work on
compiling evidence and drafting rulings, two things that I think the
wiki process are superior for than bulletin boards or mailing lists.
However, I agree that having a phpBB for discussions is a good idea. We
are already using a mailing list for most discussion, but it is proving
to be clumsy for compiling evidence and drafting rulings. In addition,
we are having problems on the mailing list, first in that there is no
central archive of the list, and second it is misconfigured so that
reply-to is set to the message sender so a lot of messages accidentally
get sent to a single member instead of the list. Please do go ahead and
set up a BB that is read/write limited to arbitrators.
Finally, are the polls on phpBB non-secret? That is, does it specify who
voted for what? If it doesn't I don't think it will be much use to the
arbitrators, as we need to know who is voting and how. As our group is
small, we haven't yet identified a need for secret ballots.
