That's going to give sysops waaaaay too much
power.
I don't think it's good idea.
It's necessary. Michael's actions have made it worth the tradeoff. Plus it
gives us more defence against vandalbots. We can add an "untrusted user"
definition if you think it's necessary, but remember that sysops are now a
large (>100), heterogeneous group of people.
