We've had requests to do the same for mediawiki.ui. Otherwise, people who
want to put buttons in Help pages and the like can't use it.
We're not doing it on purpose AFAICT. See

content buttons to break, some sites may want to add jquery.ui.button to
their Common.js.
Like Daniel said, most of jquery.ui is useless without JavaScript. We
could load just jquery.ui.button on content pages, but mediawiki.ui
would probably be preferable, since we're trying to move that way.
It would be nice to only add it on pages that use it, but I'm not sure
how feasible that is.
