Available interwiki links are defined by what's in the interwiki table.
A fairly wide set (which probably should be checked for up-to-dateness)
is in maintenance/interwiki.sql and should be installed by default;
this'll provide you with for instance the MeatBall: and Wikipedia:
prefixes.
The language prefixes for Wikipedia are provided in
maintenance/wikipedia-interwiki.sql, however I would recommend against
importing them directly into wikis that aren't Wikipedia or Wikipedia
mirrors.
The set of interwikis that will be put in the 'other languages' bar and
their labels is defined by $wgLanguageNamesEn in Language.php, but if
they're not active interwiki prefixes to begin with they won't get that
far.
