Generally speaking, you cannot expect a reply on a mailing list within
half an hour. Also generally speaking, translators can use BetaWiki
and don't really need actual commit access anymore, so although some
find it useful, I don't know how good a rationale that is these days
for getting it. Usually people get commit access when they have a
history of submitting patches on

they've written a useful/interesting/etc. extension that they want to
commit to Subversion.
