Without commenting on the actual issue, since I haven't even looked at
it, I wanted to just note that of course he's got a right to fork a
book project *on his own server* by complying with the GNU FDL. I
encourage such creative reuse of our work.
However, on our servers, we can certainly set social policies against random
book forks on wikibooks -- I'm not the best person to formulate a general policy
about this, but it seems clear to me that a thoughtful approach is needed and
shouldn't be too hard to formulate.
