Patches should be submitted at
bugzilla.wikimedia.org. However, we
tend to be pretty poor at actually reviewing submitted patches, so it
would probably help if you send a message to this list with the bug
link, and (failing that) poke people in
irc://irc.freenode.org/mediawiki until someone gives up and reviews
it.
