Regarding images/files, Gujarati Wikipedia community has already decided its policy a long ago and no local file upload is allowed. We simply follow Wikimedia Common’s guidelines and only accept files that are uploaded on Wikimedia Commons. There was community consensus taken on this sometime in 2011-2012. Having said that, we do not allow fair use images on Gujarati Wikipedia.

Dhaval bhai has already talked about fair use so I ll just extend his argument. If I recall correctly, uploading low resolution files of movie posters and book covers with the fair use tag is permissible on English Wikipedia.
This also suggests that time may have come for Gujarati Wikipedia community to make and publicly document it's guidelines for content and policies.
