Notifications (AKA 'Echo'), will be going live on the Welsh language Wikipedia on 8 October 2013. You can read more about it at https://www.mediawiki.org/wiki/Help:Notifications - it's already live on the English project.

Scots, Gàidhlig and other languages are apparently pencilled in for November.
