Hi Steve, I'm not actually sure about Foundation membership, and having looked on the WMF site, I can't see anything about it, so I'm wondering if perhaps you mean Wikimedia UK membership. As your local Wikimedia chapter, we would of course love to have you as a member, which we try to keep at £5 a year to encourage more people to join.
