I thank you for your answer. Our paper entitled "Using Wikidata to create a multilingual multidialectal dictionary for Arabic dialects" has been accepted for AICCSA 2017 ANLP Workshop. This conference will be held in Hammamet next October and will be attended by computer scientists from all over the world. The paper will be excellent to show to these scientists how Wikidata can be useful for the Natural Language Processing of the Arabic dialects. However, the paper should be adjusted first before the publication. Also, I have to find funding to attend the conference. You can find the paper attached with this email. Dear friends,
Today, on the first day of Wikimania, I reflect on who is not here with us
in Montreal. The reasons are familiar: denied visas, limited time away from
work, the prohibitive cost of travel. However familiar the reasons, they
never cease to be frustrating: they are an ever-present reminder of the
challenges so many members of our global movement face.
In particular I am compelled to note how few of our colleagues from our
African community are here with us this weekend. The past year has
demonstrated the enthusiasm, focus, and energy of our African communities,
and your rising voices in our global Wikimedia movement. When you are not
with us, we feel your absence.
The Letter to Katherine is a vivid manifestation of the emerging
opportunity for our Wikimedia communities across Africa. It is a frank
acknowledgement of the unique circumstances in which many of our African
communities conduct their work. But in its existence, crafted together at
WikiIndaba, it is also a powerful reminder of the tremendous
accomplishments the community has already achieved.
Already, we see the influence of the African communities on our broader
community. The L2K set an important precedent for the global movement,
including the drafting of the Carta de Buenos Aires [1] from the Iberocoop
community. And while we have been at work, so have you. Your continued
achievements give support to the momentum of the community — just last
month, Wikimedians in Cameroon formed a new User Group.
We know that Wikimedia has a bright future across Africa. The diversity of
languages and cultures, the richness of your histories, and the creativity
and ambition of your nations: these all represent remarkable opportunities
for our movement to thrive and grow. We also know that embracing these
opportunities means changing some of the ways we do things. We know that
for Wikimedia to thrive across Africa, we must embrace Africa in Wikimedia.
We must listen to you, learn from you, and consider how we grow together.
I wanted to share, briefly, a few instances with you of how the L2K has
already guided the Foundation’s efforts. I hope you will accept these as
assurance of our commitment to the African community, and as an invitation
to continued conversation, while recognizing we have more work to do:
*We are seeking new ways to support the capacity of African communities. *We
currently provide grants for training and supporting new and emerging
Wikimedians in Africa. In the fiscal year 2016-2017, we awarded 24 rapid
grants, and continued funding the Project Grants program which supports
projects such as the pan-African Wiki Loves Africa, South Africa’s
Joburgpedia, and Nigeria’s “Wikipedian in Residence” program, to mention a
few. Beyond these grants, we are committed to opening new forums for
members to learn communication, technical, and other skills.
*We are facilitating peer support. *We agree with you that the best
resource is often a fellow Wikimedian, and we want to support members in
identifying experienced peers. Many in the African community have gathered
through the movement strategy process, and we provided support for
workshops and salons led by affiliates in Côte d'Ivoire, Egypt, and soon in
Nigeria. The movement strategic direction will guide the Wikimedia
Foundation’s strategy through 2030; and we are grateful that it not only
reflects the voices of our African communities, but aspires to continue and
deepen these opportunities for connection.
*We are offering resources on how to strengthen partnerships. *We offered
partnerships workshops and capacity building at Wikimedia Conference in
Berlin. For Africa specifically, we are continuing our regularly scheduled,
quarterly “office hours,” with the Foundation’s Partnerships and Global
Reach team available to answer questions, share updates, and explore new
opportunities.
We recognize that 2018 will be Africa’s year in the Wikimedia movement. One
year from now, we will gather together in South Africa, for the second
African, and first sub-Saharan African, Wikimania. This will be an
opportunity to bring the global movement to what is currently (but
certainly not for long) the continent’s only chapter. We will also visit
Tunisia, for the first WikiIndaba in North Africa. I am deeply excited for
what the year will bring, and already looking forward to all of the
achievements we will have to celebrate together at Wikimania in one year’s
time..
I am grateful to you, the African community, for sharing your voice and
your experiences. Today at Wikimania, I pledge to continue our commitment
to the African community. The Wikimedia movement is for everyone — readers
and editors, activists and archivists, newcomers and experts, from all
geographies, cultures, and languages. The African community is so important
to the movement, and I am inspired by the work and thought you dedicate to
shaping our future.

Hi everybody,
We just received the great news that the Wikimedia Diversity Conference
2017[1] has received the full grant from the Wikimedia Foundation's Event
Grants.[2] We look very much forward to hosting the conference and to
welcome you to Stockholm the 3-5 November 2017.
We now need your help in making it a success! We invite members from your
Wikimedia organization or user group to sign up as ambassadors for the
conference.[3] Ambassadors are champions of Diversity on Wikimedia and
volunteer to use that power to support the conference in several ways.

Support before the conference. Ambassadors help communicate to local
communities that the conference will happen and provide updates of the
planning process, such as when to register and how to apply for scholarship
and why submit a proposal. The other way is to provide constructive input
and ideas for the program and for the overall event. Ambassadors can also
organize discussions at other conferences taking place prior to the
Diversity conference.

Support during the conference. Ambassadors can also volunteer their
champion powers during the conference to support documentation and curation
of discussions and insights, facilitate the implementation of the program
with the facilitation team, support participants with helpful advice and
on-site information.

Support after the conference. Ambassadors help disseminate the knowledge
gained during the conference to their communities and to participate in
networks to continue working with Diversity.
Active participation as an ambassador will support a scholarship
application.
We would be grateful if you could forward this possibility to your
communities.
Furthermore, we are actively looking for more funding from sponsors, but we
do have limited opportunities to provide scholarships and only parts of the
travel costs for participants can currently be covered. If your Wikimedia
organization has the opportunity to provide a full or partial scholarship
for your volunteers or staff, please let us know. We would be happy to
highlight your involvement and support on the conference portal.[3]

After cycle 3 now is concluded, I would like to ask you as the Discussion
Coordinators for your Affiliate or group to turn your attention to the
draft of the strategic direction:

Please note that although the direction is firm, the text itself is not
*final* – there is still plenty of opportunity for feedback in the coming
weeks. You and your affiliate or organized group will have all August to
review and discuss the direction and share your feedback. You can either
share the results of your conversations directly on the meta talk page[1]
or – for a more structured feedback – via a sources page that you create
following our template[2]. Any feedback is highly welcome!
To initiate a conversation around the direction, you can for example ask
your peers “What do you like about the direction? What can be improved? Is
there anything that’s missing and that you would like to see added? What
would keep your affiliate or group from endorsing it?”
Based on your feedback, the drafting group[3] will continue to refine and
finalize this direction through August. The more we all can collaborate on
strengthening this draft, the stronger our future will be.
If you or other representatives of your group will be at Wikimania this
week, you will have the chance to join us for live conversations and
discussions around the draft, new voices findings, the endorsement process
and the next steps where we will discuss what this direction actually means
for us as a movement in terms of roles, responsibilities and resources. We
will host several sessions in our Movement Strategy Space from Thursday to
Sunday, and the program is almost finalized.[4]
After Wikimania, we'll enter what we're calling the "endorsement process" -
in which we'll be looking for support from as many Wikimedia organizations
as possible. We'd love for this to be part of your planned conversations
with your boards, and are happy to support you in those.

Dear co-founders of the group,
Dear Wikimedia TN User Group members,
I trust my email finds you all in good shape. I'm writing to you on my
capacity as Carthagina current President.
I’m addressing this email to the co-founders of the group as the legitimate
co-chairs and to the community as well because we are partners in several
successful projects (MedinaPedia, GLAM) and contests (WLM, WLA,...). We
strongly value this partnership and we would like to maintain it for more
joint work (the ongoing GLAM project in the Diocesan Library, the upcoming
photo contests, the next MedinaPedia Dougga and Sfax,...).
I would like to report an issue between a member of this community and some
members of my team - Carthagina that has gone bigger than expected.
In Carthagina, we value people and we value our team's work and of course
our partners. Partner for once, partner forever. We, as well, prioritise
the diversity and homogeneity of the team.
Jamel Ben Saidane (a wikimedian and Human Resources Officer - Carthagina)
and I received a complaint from Afek Ben Chahed and Zeineb Takouti, two
members of Carthagina and active Wikimedians. They reported several times
the misbehaviour of the Wikimedian Mounir Touzri. The situation kept
escalating to the point of insulting Zeineb and devaluing her work.
Harassing Afek and trying to influence her to split Carthagina and
Wikimedia TN UG members. Afek reported as well that Mounir has stolen one
of her ideas of Wiki University Clubs.
Side conversations took place containing gossiping, shouting on the phone
and depreciation toward these members. It became an unhealthy environment
to volunteer. It suddenly became a very contagious atmosphere where my
teammates felt frustrated and affected in a way to have incidents within
the core staff of Carthagina (when Mounir started reaching out to Issam
Barhoumi and Samy Mlouhi).
*I would like to thank Habib and Yamen who called the members to motivate
them in several occasions showing a good model of leadership.*
But this is not all. The complaint that I would like to hand to you as a
Wikimedian, contains influencing voting. Several members confirmed that
Mounir contacted them privately to ask them to vote for a specific person.
The way that he acts as the owner of the every new members faith; X person
can go to attend Y conference while Z person is not welcome to attend ...
May I remind you that this kind of behaviour made us lose one of the active
and enthusiastic wikipedian few year ago (I’m talking here about Wael
Ghabara).
I would like to also highlight that myself as well as other wikimedians,
have concerns about the grants that Mounir is receiving without letting us
know. I recall our Wikimedia TN meeting organised by Mounir himself in
Sousse early March, when we all agreed that all grant requests should be
known by the community and go through our unique fiscal sponsor CLibre.
>From our side in Carthagina, for the first time in our history we activated
our policy and decided unanimously to ban definitely Mounir Touzri from all
our activities, projects and venue. We declare him as a "Persona non
grata". This decision was taken based on our code of conduct and all our
members, observer-members and board of trustees voted for it. This is the
hardest decision, we took in Carthagina, especially that Mounir was
considered part of our community and that he helped us in the WM-Carthagina
events. But unfortunately, we cannot allow/accept this kind of behaviour
from someone who's supposed to know our policy as well as the Wikimedia
friendly space policy.
The Carthagina meeting minutes would be shared with Yamen and Habib and if
you would like to hear more concerns from our team about the Wikimedia
related issues, my team and I are happy to collaborate.
It saddens me to write this email but the situation needed an action to
stop the abuse from growing bigger than it is.

Je vous remercie pour votre réponse. Vous pouvez contacter Sam Walton sur sam(a)wikipedialibrary.org. Je lui ai expliqué tout ce que vous faites pour la mise en disponibilité des oeuvres de référence de la bibliothèque diocésaine pour les utilisateurs de Wikipédia surtout ceux qui sont des membres de Wikimedia TN User Group. Il est prêt à donner un coup de main si vous rejoindrez The Wikipedia Library et en créerez un chapitre tunisien.
