Another interesting topic would be if public officials wanted data to be input in multiple languages - say English, Hindi and Marathi for Mumbai, Kannada in Bangalore. It'd be interesting to see how GLAM could jump across languages.

I am not sure if the public officials would bring this up on the first meeting itself but we might consider it.

Also, some of the libraries also have content in various languages including Sanskrit. I find that this is the case in the two libraries listed here - http://wikimedia.in/wiki/Projects:GLAM_2011/Mumbai_Feb2011/Planning. The Asiatic Library contains works in Sanskrit, Arabic, Persian, Urdu and Prakrit.
