Is this related in any way to a recent effort by certain English Wikipedia editors to establish a formal relationship with the Smithsonian Institutes's National Museum of the American Indian in D.C.?

No, it's not related.

You can find info about Smithsonian & Wikimedia collaboration at:

Hello!

My name is Kathrin and I am supporting Wikimedia's Public Policy Initiative . The Initiative aims to incorporate Wikipedia as a teaching tool, improve Wikipedia's coverage of U.S. public policy, expose students to feedback from a diverse and public community of editors, and educate students and professors about the inner workings of Wikipedia!

Professors at Harvard University, Georgetown University, George Washington University, Indiana University, and Syracuse University have already joined our Initiative with courses planned for the fall semester. Now we are looking for Campus Ambassadors. People (students, librarians, staff..) who can help us to implement the project!

Please contact me (kjansen@wikimedia.org) or Annie Lin (alin@wikimedia.org), the Campus Team Coordinator, for more information!

Thanks!

Kathrin
