The bylaws are now updated, and I have now asked the Affiliations Committee if they can consider an application to become a sister project, and whether there are any additional issues that we need to address at this point (email copied to below).

On a separate note, our grant application for this year is now approved (https://meta.wikimedia.org/wiki/Grants:Project/Rapid/WikiJournal_2019).

Do you think the appropriate application form in this matter would be to first attain Thematic Organization status and subsequently apply to become a sister project, or could you directly consider an application for becoming a sister project?
