I made some further updates to the proposed bylaws changes (which were initiated by concerns by the Affiliations Committee as part of our application to become a thematic organization under Wikimedia Foundation). I think we should give the updated version at least another 5 days to make sure everyone has a chance to have a look and vote:

At the same time, there is already a considerable support for bringing the project even to the next level, that is, to become a sister project. This can also mean a considerably higher budget in the future. See:

I'm thinking of asking the Affiliations Committee about whether we want to go directly for the sister project application, which may save administrative work if we can actually achieve this in a near future. What do you think?
