I think images should only be deleted when they're obviously
copyrighted by someone else than the uploader or if they're used only
to commit vandalism (and nothing else). In all other cases, admins
doing the deleting should attempt to contact the uploader to get
copyright info on the image and give them a certain amount of time to
respond before deleting anything.

I think that an image of unknown provenance should only
be deleted if it appears likely to be someone's substantial
commercial asset. That is the only circumstance in which
a lawsuit is even remotely plausible.
