I am not a lawyer, but the best information I have is that there is
no concept of an "official language" in English or Scottish law. The
Welsh Language Act affirms a general principle that "the English and
Welsh languages should be treated on a basis of equality" in public
business in Wales, but doesn't use the term "official language".
The procedure for giving Royal Assent to bills and passing them into
law involves a proclamation in Norman French, so maybe that's our
official language...
