If they actually *do* behave, well, there's not much harm. The only harm, really, is that a standing policy like that might encourage some people to just keep coming back under new names. In particularly problematic cases, we might have to be really strict about it, up to and including complaining to ISPs or bigger authorities if absolutely necessary.
