Yes, that is procedure. It is obvious that Xxos did not understand what the problem was or he wouldn't have been on the mailing list begging for help. He posted this at [[XXOS Group]]:
"NOTE: this page has been deleted a couple times and as the front page of Wikipedia specifically states: 'We are building an open-content encyclopedia in many languages...Learn how to edit pages, experiment in the sandbox, and visit our Community Portal to find out how you can contribute to Wikipedia,' I am very much interested to understand why this contribution is unacceptable especially given that there was a message indicating that I would be banned if I persisted. My contribution is 'serious' and raises a number of pertinent philosophical issues"
I haven't found what was said on votes for deletion, but I can imagine, as the article is obvious self-promotion and XXOS Group returns no Google hits.
This matter was complicated by his use of an anonymous ip (user Xxos existed but had apparently been blocked for inexplicable reasons (He edited only article X and put the above notice on XXOS Group).
What is lacking is a notice in the article XXOS Group that the article was listed on VFD or any response to his inquiry as to what was wrong.
There is, of course, plenty wrong, as he was engaged in promoting his own excellent but not generally recognized website, but he was never informed in plain language about our policy.
That's my take anyway. RickK, I hope you don't mind my exploring this matter.
