The format should be changed to "older than $1" to avoid i18n issues. Should the edit happen on TranslateWiki.net, or in our i18n files directly?

That has never been quite clear to me -- I *think* we are supposed to edit 'en' and 'qqq' in code, and then tw.net <http://twn.net> will pick it up.
