I assume this bug: https://phabricator.wikimedia.org/T57880

Is a major component of that audit?

I heartly agree, I am going to take another review of core in the next month or so and see what can be streamlined and what features needed fixed. I saw some issues with wikipedia.output() in compat that was introduced to make it work similar to core and its logging features that utterly failed to work right (at least on windows). Hopefully we can get core into a condition where compat can be abandoned, but right now I have yet to see core stable enough, and having all of the needed functionality so that compat can be retired.

We need a wiki page which explains the current combat v core situation suitable for new users.
