You need the latest version of Xcode fro get 8.3

This are the options I get on Xcode -> Preferences -> Downloads:

Which leaves me confused since for example in my iPad I have 8.3, but my
simulator is stuck on 8.2 and there doesn't seem to be an option in the
downloads tab to download that version.
Are 8.2 and 8.3 the same thing regarding component versions?
