the poor archiving of state department predates the change over

i did some link rot repair using archive.is but there may be lost years

we should think about a program of archiving state urls, since they will not do it.

I don't know what is going on, nor whether it is temporary. I doubt that it is due to the new Trump administration, as there was continuity between the Bush and Obama administrations.
