it appears that you managed to create the Foreground.css page [0]. I am not absolutely sure but since MW 1.32 you may need to be interface administrator to change such pages.

I added myself to Administrators (I was able to edit MediaWiki:Sidebar for example), but no luck with Foreground.css. Any suggestions?
