Hello everyone!
After coming back from vacations, I think we are ready to prepare for the
second round.
We have implemented the database credentials as environment variables and
stabilized harbor a bit more for the extra user load in preparation.
Here's the revised draft for the email with more details:

The plan is to get some feedback today and tomorrow, then discuss in the
toolforge workgroup meeting (see
https://wikitech.wikimedia.org/wiki/Portal:Toolforge/Admin/Workgroup) and
decide there if sending the email then or addressing any other issues that
